I have not read the ESA document, but in their defense one possibly applicable principle is this:

If you get too far from understanding/practicing implementation, soon enough you will not be competent enough to produce a specification.




This is so so often the case. Specially in the last decades, when it is profitable to setup a company which basically does nothing more than writing specifications
