We've had fake images for decades, with people justifying it the same way. "Drawings of children mean real children aren't being abused." I've yet to see the slightest shreds of evidence supporting that claim.
They don't need to differentiate to charge you with possession of child abuse material - they can still do that for drawn images.
This just means that efforts to find and protect real children will become harder, as those children will be mixed in with photorealistic 'fake children'.
But possession will still (and quite rightly) be illegal.
