Looks like another scam.

In the end, who decides who to give money to? You might vote but money has to be distributed to real people, not faceless addresses.

This reads like another rug pull.

Oh there are solutions, this scam just isnt it.

someone told me about the Homeless Industrial Complex or something of a similar name, since California spends like $20 billion on homelessness now

so how do I tap into that or at least understand the structure of it

there was an Onion satire sketch called Save a Child in Africa, where one child was living in a McMansion in the middle of a village paid for by some NGO nonprofit. I imagine something like this is possible in California?

California has a big budget shortfall this year and this should be the first thing Newson should cut. Looking at the past decade, the more money you pump into it, the worse the problem is getting. Maybe pulling funding will make the problem shrink.

Start a non-profit supplying kits of something to the homeless, or otherwise provide them some sort of support. Recieve donations from philanthropists and support from the SF city government in the form of monetary grants. Overcharge the government for providing this service, while providing very little actual service to the homeless. If you do provide any sort of service, make sure to do it in a way that can't be tracked properly. Skim money off the top, the middle, and the bottom to enrich yourself and your benefactors.

Supporting the homeless is big business, and thus there's little incentive to actually solve the problem if you're making money off of them.
