- Adult Content/Gambling/"Tasteless"/Nudity/Violent
- High bandwidth: Video streaming, image sharing, P2P, etc
- "Legal liability": Inc. "hacking sites", hate groups, pirate software, illegal drug, school cheating, self-harm, et al
