So, 2 spies were caught spying in private, without authorization of the spying agency.

Now, if you think this is just "3rd world shit-hole being a 3rd world shit-hole" remember:

* in Minneapolis and other American cities, extortion rackets by police officers are making a fortune selling "protection" to small businesses and minorities [0]. This is exactly how Rio de Janeiro became a gangster's hell hole in the 90's and it is until today.

* In UK, the News of The World newspaper bribed the police to spy people's phones and get stories to sell [1]. Not far from the story on this post.

Quite the contrary, I am impressed. The trouble with the corruption perception index is that it rewards any systemic corruption that can limit perception above a transparent system.
