Unfortunately the testimony was not recorded so we can't hear/read the testimony in full with context. Perhaps he was talking about the fact that FSD was labeled as a beta and therefore bugs were to be expected? Tesla does in fact use the future tense in all their marketing ("your car will be able to drive itself with updates"), and this engineer might not be taking it account expectations due to a name vs explicit claims about performance.

From the other excerpted testimony it does not seem like he is covering for Tesla in general so further context would be helpful.
