Brand new Windows apps work on Windows XP and are written to APIs that work on Windows XP, which is now 10 years old.
I'm not going to argue the Android fragmentation issue other than to say API stability > API age for installed "packaged"* software.
* - If there is such a thing anymore. I buy most of my Windows software online or through Steam.
