this is making this out to seem like some nefarious Iranian scheme, when in fact this was entirely their money, frozen by the US under absolutely no justification in international law. Again and again, it needs to be said that "sancions" are not some neutral legal apparatus that other countries have to abide by; they're unilateral US actions against their enemies which have no base in, and actually run AGAINST, international law. The US is the thief here.
The amount of effort and how extreme the US in its anti-Iran policy is kind of insane. They basically using the full hammer of the treasury. US Iran (and ME) policy has been utterly broken for so long.
Trump and his leaving of the Iran Deal was utter insanity.
