I feel like the fake accounts are integral to the operation of the system, at this point. This looks to me like the gentlest tap on the wrists for being caught doing what must be done. Perhaps I'm just poor and bitter that a bag of potato chips costs more than an hours wages.

One big reason for a state based justice system is that citizen-enforced vigilance and mob justice is too random and unfair. But a side result is that the most powerfull people can avoid enforcement completely.
When a big revolution with mob justice happens, this changes. Anyone might have their head cut off, including the rich. It is historically one of the few things that scares powerfull people into bettering the world for other people.
I still hope I don't have to witness a revolution in my life, but things like this make me think one is closer than we might expect.
