In Europe there is subito-doc.de Itd not available in all countries, but it let's you order scans of books in German university libraries. There is also a way to get physical books from them sent to your home and send them back for more popular stuff.

They often have absolutely everything including medieval manuscripts. It costs a reasonable amount and I had them scan some things that simply do not exist in digital form and to see it myself I'd have to fly to another country. I recommend this service to anyone that can use it.
