It's 0.3 degree day/ 0.5 degree night cooler, which is significant. (Road temperature only matters if you walk barefoot)
It is worse to use the roads as a pedestrian or cyclist since you will be hit by that radiating energy.
It also needs to be done with products that don't become fine dust ground up by car tires, which exist.
There's a lot of road if you can solve the radiating energy issue, unless you want a car based society.
Reflecting light above people is still good like roofs or trees. Trees are also good in winter, they reduce wind, not sure how the white roads would go.
Interestingly they did not issue a patent to the concept of white colour!
Joke aside, glad to see US citizens are starting to realise the world surrounding them. Maybe the next step would be to avoid eating one cow an inhabitant a day.
