I don't have definitive answers, but the package was posted in 2019 (2019.05.23.20 -> 23 May 2019 08:?? pm China local time), so this is not the answer. Neither that Indian customs can reasonably sort which packages are from AliExpress: they're sent in the manufacturer's name so that's out too.
More likely that it was stuck somewhere unrelated to the China-India tit-for-tat (more likely that it already passed Indian customs and was just somehow stuck somewhere in the Indian mail system until someone have noticed this undelivered package).
