I've never understood why MS charges so much for their virtual desktop services. The scale gain provided by the cloud would give access to virtual desktops at very affordable prices, probably very competitive with local desktops, not to mention the governance and security advantages for companies. I wonder if it wouldn't be a partnership with Dell and other desktop companies that inhibits this movement.

Because if virtual desktops (which are easier to share between individuals if you have non-overlapping shifts) are cheap enough that people can use cheap, non-Windows client devices instead of individual Windows desktops, Microsoft sells fewer licenses.
