I don’t think such a statement tells much. This might, for example, mean they

- feel the need to bolster the morale of their population/military

- want the enemy to spend a few weeks of anxious nights waiting for the offensive so that, if it comes, they’re more tired.

- already started a counteroffensive and want the enemy to withhold reserves

- double-bluff and expect the enemy to not believe this, and surprise them by attacking soon
