We need broad-based NEPA reform. Some of the points in the complaint [1] are valid, e.g. "the critically endangered ocelot" and bird migration paths (¶ 6). Some, like the "frequent closures of the nearby Boca Chica Beach" (¶ 8) are irrelevant. None should take two to 5 years to consider and mitigate.

Maybe the pad is a few thousand feet from Mexico for a reason.
