Something similar happened where I grew up. A freeway was suppose to be built that would split the small city in half. The part built follows a small stream and comes to a dead end when the stream curves south. The rest was not build due to people in the City fighting anymore construction. I believe court delays caused the rest to be abandoned due to lack of funds.

The W/E highway comes to an end at a street running north/south. The houses across the street from the end of the highway have been hit quite a few times by cars going too fast. I heard that still happens now.

It's insane that the beautiful and valuable Embarcadero used to be a double decker freeway. What a waste.
