Google did this back in the 00s and concluded that the economics didn't work among other factors. Not sure the economics have changed enough in the meantime - you would want to be deploying 1000s of them for the ROI involved.
Doing any type of work in the containers is also painful.
Personally I really like the idea of communities having something like this alongside an electricity substation, renewable energy generation and other utilities but it's not a concept that has received any traction outside a handful of communities interested in being self reliant.
