I've been trying to figure out what system this is or, if it's a homebrew hack, what it's based off. Not Call of Cthulu, as they note in the article. Not GURPS (wrong type of stats and 'Faith' isn't a GURPS stat), or World of Darkness either. Obviously not D&D of any edition, nor its variants (DCC, AS&SH, LotFP). Not Troika, Vaesen, or Mork Borg or any indie system I'm familiar with.
It could be an indie system that doesn't have much Enlgish-language presence, but the player was using English names for abilities.
I don't have time to play Forensic Photoshop right now, but there might be something to divine from what was erased from the page.
All of the terms could be mistranslations or interpretations of otherwise-established systems. It looks an awful lot like Fallout-flavored GURPS to me (you've got SPECIAL if you interpret Agility as Dexterity and Faith as Luck) mixed with Cthulhu (library, faith, occult, track, spot hidden, nature-related skills).
We should also consider this could be a build for a CRPG or other video game of the ilk that was just jotted down to be implemented later, those stat names feel very black isle or maybe even obsidian to me.
Tabletop games are quite popular in the military according to my veteran brother. I'm even told they are played in prison, with a bag full of numbered paper scraps to simulate dice.
