"people love them"... Why?? They must be doing something important. Buerocratic skills aren't enough to make people love you, they just make people say "Ugh, can't say anything bad about his plan or the boss will get mad".

Many people hate pace setters, but they also hate completely useless people who make them have to work harder.

What does "slowing everything down" actually mean? Insisting on documentation? Asking questions? Pushing for real architecture instead of pseudoagile?

I've never been at a company large enough to have multiple technical groups, so I don't really know what they are talking about.

90% of times I've felt like someone was wasting time, it's been for one of two reasons, either they wanred things to be designed in absolutely tiny parts so that you could see visible progress on an hourly basis, leading to a product that looked like something you'd see on Hackaday more than at CES, or they wanted to use some old fashioned nonsense that constantly breaks rather than switch to a high tech industry standard (Think hand crimped individual connectors with high failure rate rather than just using off the shelf 4 pin cables and I2C).
