Amsterdam to outlaw cannabis-smoking in red-light district streets (theguardian.com)

Well, this is unfortunate. I've been to Amsterdam several times, and I like to stay at the Bulldog, a great hostel/coffee shop in the red light district.

it doesn’t ban consumption of anything, it only bans smoking weed outside in a part of the city. you can smoke on private property, such as hostels and coffee shops. it comes with a host of changes to improve life for residents who don’t particularly like people coming to their home just to get wasted and pay for sex.

> City “hosts” have been employed to help manage revellers, especially at weekends,. A one-way system has been introduced, and parts of the red light district can be closed off completely.

Can anyone with more knowledge about the matter elaborate on this? The article is pretty vague and the linked source article [1] is behind a paywall. Is it legal to close off a part of the city? How will it be enforced?
