They should toss a net over the thing to bring it down faster. Or simply shoot holes in the balloon - it will sink as gas escapes. Once it gets down to altitude, use a helicopter to snag the net/balloon and drag it to an open field and let it land. Send in a HAZMAT team (like in the movie "Andromeda Strain").
I recommend dragging it over to some Indiana farmland - nothing there we would need to worry about.
