Is it any disparities that are measurable, regardless of intent (what you are likely to say when talking about the african american community)? As an Asian American you absolutely can attribute our success to "social engineering", we went from rail road workers to laundry mat owners to Harvard graduates. You can't have these kind of change on the societal perception level without some kind of engineering.
