A lot of the streets that seem pedestrianized are not! They're just so small, and have so little reason for a driver to use them, that drivers don't.

Those streets also instigate walking anywhere on the street (no sidewalk), slowing down drivers even more. A beautiful cycle. I drive in Tokyo regularly and love this system.
