That’s how Congress works. Omnibus bills get additions for special interest (like shark fin law). Which Congress person has enough money from Big Shark Fin to derail the military budget? None of them! This is an easy win for the proponents of the legislation.
I’m not claiming this is a good system, it’s just how this happens sometimes.
