When the startup I was working for in silicon valley went under, I got issued an EDD Bank of America debit card. I could set it up to transfer the unemployment payments from the debit card to my normal bank account without any fees.

a) why california isn't using the same system for these payments
b) if a similar simple transfer system for free isn't available for it.
