That's the purchase price for a residence. There's a yearly fee to pay for the vessel's upkeep, it's been a long time, so I forgot what it was then, and it's probably gone up since then anyway.
Also, those purchase prices are old numbers, unless they really have stayed that low, which is possible since ships are depreciating assets.
