By “protecting” do they mean influencing ?

Maybe, or possibly protecting against undue or abusive influence. We can't know for certain.

With that said, is it better to rely on the hive of people behaving well on Twitter rather than having humans at the helm who at least might have moral and societal integrity in mind?

The entire problem space is huge and messy. One possible solution is to increase levels of empathy on Twitter and throughout society at large, but there's currently no scalable way to enact this. There also are too many people in the world who are bad actors and/or evil, who exploit and take unfair advantage of others and poison the well.

Edit: Downvote me all you want, that's fine. What would be more interesting is any informative discourse, better propositions, or getting the opportunity to understand what you specifically disagree with. Even if all you say is that my comment has annoyed you, that's okay and I'll appreciate any insight you can share.

The US Constitution didn't concentrate on finding the holiest, high-minded sanctimony purveyor to regulate the country's speech with moral and societal integrity in mind.

“Behaving well on Twitter” is the key phrase.

People may be downvoting you because you do not decide what good behavior is, especially not for millions of grown adults. And neither does an unelected body of moderators on Twitter.

Nor do you get to decide who are bad actors/evil, as we have seen that “bad actor” might just mean someone you disagree with.

Ah, I understand now. Thank you sn0w.

My definition of "good behavior" is not misconstruing, warping, and manipulating messages to fit one's own desired narrative and agenda at the cost of the greater public good.

Can we agree here that pizza gate wasn't a good thing? And just yesterday the current Whitehouse administration deleted the message about how awesome they are for the social security increase after the crowd attached the add-on message pointing out it's due to epic levels of inflation.

Misinformation is real and has been weaponized by all sides to great effect. No specific political affiliation is innocent, and collectively this does great harms and threatens everyone.

Like I said, a mess.

If they meant influencing, they'd have probably said influencing.
