There were rumors of Tik Tok getting banned if the US decides to increase the squeeze on China. It could be an attempt to capture that audience.

Waaaaaay too late for that. Instagram Reels and YouTube Shorts now have enough traction (and more importantly, the creator support that caused the original Vine to languish) that they would become the standard should TikTok disappear.
