The author got it right. On the page you linked, it shows Radar’s ML fraud detection is free with standard pricing (payments.)

There are other features of Radar that are built for fraud teams (not likely to exist at small companies), which cost extra.

Thanks for the clarification, Tyre. May I suggest that the billing page get another column, "FREE with standard (non-negotiated) pricing" or similar?
