I think people do care, but what are we suppose to do? Its psychologically taxing to consider how fragile our world is, and how insane some world leaders are. The most logical thing is to keep our heads down, continue with living our lives as best as possible, and hope that nobody is dumb enough to push that big red button
I think there's extreme frustration that organized crime, in the form of Putin and his support system, are widely recognized even in Russia, yet are not violently rejected at home. Indecision is what he exploits, perhaps.
