How about harvesting water from the oceans? Novel idea I know.
I wonder what situation in Africa would be like if nuclear reactors were built to be cooled on seawater and excess steam was collected as semi-clean water that is a lot easier to purify already. And these useless solar power plants were replaced with solar-based water purification facilities. Wells exist too... Water is literally everywhere, the only problem is how deep you need to dig.
And it's not like I am making this up, nuclear power plants were proven to be suitable for desalination, and there's no issue with water evaporation in the middle of the desert, is there?
Africa was colonized once, it can be colonized again. It could be a central hub of power and water generation that sells it to the entire world, and noone likes Russia anyway. On top of that, this would naturally create jobs.
I really wonder where this "$133.7 billion each year from official aid, grants, loans to the private sector, remittances, etc." gets spent considering that what I proposed doesn't cost that much and could be integrated gradually over many years, throughout which there's "$133.7 billion" every single year, just think for a moment how much money is that. Most expensive part of this would be building a seawater pipeline to the suitable location, so what? I guess noone wants to do it because it's not going to move oil...
