To me it sounds like an attempt to subsidize SpaceX using EU's money
Wich begs the same question, why would they do that?
Then they'd need time and money again to develop their own again
It is not a smart investment, specially nowadays, EU needs less dependencies and more unity within itself
They should develop their own and bear the cost of the current option
