This experimental un-moveable search widget is currently shipping in dev builds of Windows. It requires the user to opt-in to use it. The feature may not ship at all, may ship in any alternate form, etc.
But... if we consider the past behavior of similar features (e.g. Start search, Cortana search, Notepad search enhancements) and the recent default browser choice changes, I believe we can reasonably assume this behavior will remain (unless we complain loudly).
