> Alan S. Lowenthal made 3 purchases in $UBER for ~$31/share in late August '20. California soon passed Prop 22, allowing Uber to classify workers as independent contractors. This resulted in Uber spiking to ~$49/share.

Prop 22 was a voter referendum. Dont think anyone in congress had a heads up on that.
