Is Android going to be open source again? (Well, I say open source, but what I mean is--will the source code be available, as opposed to development being open. Google doesn't tend to take patches from outside contributors anyway...)

Yes, about 2 weeks after Galaxy Nexus is launched I believe, so sometime in December.
