It was a cell phone number that was ported to Google Voice, so technically it is now a VoIP number. I'm aware they don't allow those, but they also have no workaround for people whose only number is virtual, like mine (other than suggesting I use my "roommate's" phone). They need to have a workaround, but they don't seem to care about people who don't have actual cell phone numbers.
