Not sure why this isn't getting any comments. The official announcement is scheduled for later today (May 16).

Has 13.1 needing 3 beta's and 6 release candidates (due to various issues) made FreeBSD fans kinda nervous?

No obvious "vs. Linux..." angles, to make comments easy?

The Release Notes are so dull and dry that they naturally repel...?
