I’d imagine mobile ISPs make up a large part of this. Their shitty plans are crafted in such a way to make it pointless for a family to each have their own line on their own account.

I’m traveling for work more often and got an ATT sim to use as a backup to my family’s Verizon plan, and I pay almost $90 for a single line when our Verizon bill for 6 lines is $300ish.
