Could you do amplitude modulation at RF frequencies with a resistor ladder DAC using the pi?

You most definitely can, but it's going to have a wide band of RF garbage which is almost impossible to clean up.

It's challenging to design a clean transmitter using analog, without trying to do it digitally.
