Your logic is severely flawed. Why were only landlords impacted here? Why didn't grocery stores have to just give away food? Why wasn't gasoline free?

This was the government attempting to usurp part of the economy without much timely recourse for those on the losing end.

Why would grocery stores and gas stations have to give their products away in order to maintain a quarantine? I don't understand that point.
