This doesn't make sense. Electric motors are a good bit quieter than gas engines - in fact some manufacturers are adding noise-makers so that pedestrians can hear them coming. You say "especially when raining" which makes me think that this is an issue with the noise dampening of the particular vehicle you're talking about.
Yeah, I mean inside, They're louder inside. I don't know if this is maybe related to the compensation in weight where some of the noise cancelling padding is removed to save weight because batteries are heavy enough already.
