I really like PCIE x4 making this GPU unsuitable as an upgrade for older computers. And the fact most manufacturers decided to slap 3 huge Fans on it to make it look like serious card.

I don't know how much cost and parts (especially what in shortage) reduced by reducing PCIe lanes to x4, but it's acceptable if it's reasonable. Adding unnecessary cooling component definitely adds cost and parts, it's totally not reasonable.

My 6970 was so loud with its single, tiny fan, I never bought another AMD card.

One fan and 250W TDP is crazy. Even 170W GTX760 with same reference cooling was a hot loud mess. But here we are talking less power dissipation than 2007 GeForce 8800. Those even came in single slot thin fan configurations, with afaik not a single manufacturer going for more than two slot one fan.
