That seems like wishful thinking. "So you got banned for good reason, come here!" is a recipe for a Parler.

That's literally impossible. A community will quickly become dysfunctional if it can't regulate its members' behavior, and a dysfunctional community is not appealing to "everybody." Banning is one of the most important tools for managing user behavior in an online community.
I think it's pretty clear that extreme forms of the "marketplace of ideas" simply don't work (e.g. ones where everyone is expected to sort through a haystack of lies to find a needle of truth), because probably a majority of people lack the time and/or competence to find that needle, and will instead pick some lie and then fight for it. Two truths and a lie can work, ten-thousand lies and a truth cannot.
