Bootstrap, Bulma, etc. are CSS frameworks in that you have to use their opinionated HTML markup conventions for forms, grids, etc. They also attempt to cover the entire set of elements you might need in a website, such as jumbotron headers, profile images, news flashes, and more. The assortment is given attention to be a visually consistent design system.
