societies that believe "don't talk to the police" and "snitches get stitches" are going to have most murders go unsolved. Eventually that leads to vigilante justice and private mafias offering protection, while law abiding people flee.

Societies that grew up around police motivated by perverse incentives and around police that receive gentle consequences for egregious, malicious behavior - learned that talking to police is a good way to get an unearned arrest and all burdens that go with it.


We don't live in such a society, except in the fevered dreams of those who are allergic to crime data.
