Even if a gambling ban was perfectly enforced, people would still have the option of flying to Vegas, taking a cruise, or going abroad. I don't have a lot of faith the inconvenience would matter much.
As it is, it's pretty clear some people are using the stock market as a slot machine, so plenty of alternatives as well.
