Meh, these pacts are basically PR (public relations, not people's republic).
None of these pacts are binding, nothing happens to you when you break such a pact, and none of the leaders present have the authority to bind their successors to do anything yet they make promises that are due long after their term in office ends. This leads one to wonder that perhaps Xi didn't show up since he plans to still be in office in 2030.
Regardless, here is a graph of CO2 concentrations in the air since 1959. I'd love for someone to point out where the bends in this graph are as a result of people attending the numerous CO2 conferences we've been having since the 1990s:
If they can't point to any change in this graph as a result of conferences, then it's not so far fetched to say China is helping the environment by refusing to send people in jets to blow hot air in Glasgow.
It would be pretty awesome if they wagged their fingers at us, since the first thing they'd do is export those nuclear plants, and I'm sure they'd be cheaper and more efficient than any domestic model.
