Yes. He read an "article" from the garbage fire called Before It's News on his livestream, and when called out on it set his propaganda machine to try and convince everyone that the article he read was from a credible source (Exame, a known source in Brazil).
That said, I wouldn't say this is him going completely off the rails. It seems like a natural evolution of the person he was from day one (when he joined congress in 1991).

I would interpret that as "he hasn't gone _suddenly_ of the rails, it's been a gradual natural evolution away from the rails. But here he is now, saying that COVID vaccines cause AIDS."

Indeed. I know nothing about that site, and random websites that pop up with political info should be regarded with a lot of scepticism, however it's not hard to find better sources for the story as well, with a swift google:

some people are still obsessed with a cartoon villain, trump was an a representation of an underlining issue. i think most people who believe trump caused all the woes are fairly young and do not remember occupy wall street, trump showed up got voted in because of an underlining issue that has not gone away, i think once people realize that, which they will. they might actually be angry. unless of course they are not working class people or have never been raised by working class parents. they then may be insulated from normal everyday struggles like trying to provide for a family with a blue collar job, one that use to pay the bills. not everyone had the opportunity to get a college degree. but they are still important to our economy. ignore that as a politician or repeatedly lie to those people and chaos seems to ensue.
I haven't seen many people blame Trump for many of the broader issues at play (like those brought up back in Occupy times). I think the main criticism was that he was doing things to make it worse, or at the very least, doing nothing to make them better.
Even accepting your opinion on Fauci for a moment, the difference is that Bolsonaro's deception in these specific videos is a direct danger to millions of people right now.
Deceiving or misleading the public is never acceptable, and Fauci did make some errors of judgement. In practice we often give a pass to those who's views align with our own to some degree or other. Nevertheless, some deceptions are a lot more dangerous and can have lethal consequences for a lot more people, for far grubbier and selfish reasons than others.
It's not just his opinion, the NIH themselves admitted it [1] and the lab succeeded in making the coronavirus far more virulent:

It's equally if not more dangerous that the public has been deceived for so long about the true origin of the virus, because it's further ruined trust in the media, government and big tech by making this event highly politicised just because a few individuals in the US government wanted to hide their own crimes.
Well no, as the article points out the NIH does not accept that interpretation and believes the research doesn't meet the criteria for being classified as gain of function under the relevant policy. Furthermore they were deceived by the researchers and at that point had not been given the research data, and the outcome was not expected or a goal of the funding anyway.
Well in this case we have a potential screwup, which doesn't seem to have had any consequences or to be directly related to the current crisis. On the other we have people wilfully lying, knowing that their lies will kill people, for their own political benefit.
The true origin of the virus? I don't think anyone credible is claiming that the coronavirus that they supposedly did GoF research on is the same coronavirus that causes covid-19. Stop spreading blatant misrepresentations and political propaganda on hn.
