If I know where you are, then I already know what you meant by "yesterday". If I don't, then local time has no upside in that regard.

On the contrary, if I say "I remember it was 5:30pm when I saw X" you can immediately picture the setting. With a world time, you'll need to know where the location is, too.

Besides, as the parent said, we already have a world time. Use UTC.
