Compliance?

Net happiness of the people?

It worked to reduce the amount of alcohol people drank. not only during Prohibition as might be expected, but also after.

Seems like a moral judgment came at a very significant cost.

In terms of us being over all better off, I'm not sure it worked at all.

When compared to other means and methods available possible? Not sure it makes any sense either
